PURPOSE OF CONSULTANCY

The consultant will provide Project Overview and Liaison supports, to the Medical Evacuation (MEDEVAC) & Repatriation project team established in the WHO Health Emergencies Incident Management System (IMS) at the Europe Regional Office level.

BACKGROUND

The escalation of Russian military assault on Ukraine since 24 February has significantly jeopardized the health care system and made it necessary for the Ministry of Health (MoH) to medically evacuate patients from Ukraine to the European Union (EU) and European Economic Area (EEA) countries, through the established European Commission Civil Protection Mechanism (EUCPM).
The MEDEVAC & Repatriation project team aims to strengthen systems, services, and the capacity/capability of the MoH, the Ukrainian Emergency Medical Services (EMS) and the Centre of Disasters and Emergency Medicine (CDEM), to be able to undertake effective and accountable MEDEVAC & Repatriation operations from Ukraine to the EU/EEA countries and back.
Particular action is currently required to meet the request for assistance received from the Minister of Health of Ukraine to support the repatriation of patients who have been medically evacuated to the EU/EEA countries, and who are now requesting assistance to return back to Ukraine. Novel approaches are also being considered to increase national capacity with complex healthcare provision, in parallel efforts to help reduce the burden of need for MEDEVAC in the first instance.

The project builds upon an evidence-based situation analysis of MEDEVAC & Repatriation under a one cycle approach, to ensure appropriate planning and implementation of activities. Synergy with other initiatives in Ukraine and with the EU/EEA countries participating in the MEDEVAC & Repatriation operations will also be sought. The project team will oversee the implementation of activities by identified implementing partners and provide quality assurance and technical guidance.
Proposed activities are to be undertaken in close collaboration and agreement with the Ukrainian MoH, EMS and CDEM. Activities are being reviewed and amended throughout the implementation of the project by a dedicated Project Steering Committee (PSC), that includes representation from the EU Institutions involved, and other stakeholders who are involved in the MEDEVAC & Repatriation cycle and chain of care of the patient.

DELIVERABLES

The consultant will, under the overall guidance of the WHO EURO MEDEVAC and Repatriation Focal Point and the Project Management Team, established at WHO Regional Office for Europe, have the following deliverables:

A. Provide program overview support to the WHO/FPI Project Management Team.
The consultant will contribute to the WHO/FPI Project management Teams´ technical and managerial support to implementing partners through physical presence within Ukraine, Poland, Moldova, and other neighbouring countries when and where relevant (roving). This includes monitoring of project outputs and outcomes and supporting periodic on-site quality assurance checks and building relationships with the relevant WHO Country Offices.

B. Provide liaison support to Ukraine EMS cross border activities in relation to the MEDEVAC & Repatriation Cycle.
The consultant will build strong relationships with Ukraine EMS and relevant stakeholders in the neighbouring countries, facilitating open communication and participatory coordination and support re-enforcing the MEDEVAC & Repatriation cycle.

C. Support data collection and follow up, relevant to MEDEVAC and Repatriation in coordination with the colleagues in the WHO/FPI Project Management Team.
The consultant will support the colleagues in the WHO/FPI Project Management Team with the identification, collection and visualisation of relevant data including but not limited to the MEDEVAC and Repatriation cycle in English and Ukrainian.

REQUIRED QUALIFICATIONS

Educational Qualifications

Essential: Bachelor's degree in languages or health related field.
Desirable: Additional training in Healthcare project management, WHO project management framework.

Experience

Essential: at least 1 year of professional experience working in the area of project management support in healthcare related fields.
Desirable: Work experience in WHO, the UN system, or International NGO's or other international organizations. Experience in information management, including in compiling and reporting complex information.

Skills/Knowledge

Essential: Writing skills, knowledge of regular software packages (MS Office), Analytic skills, Teamwork, and communications skills.
Desirable: Knowledge of the WHO Incident Management system. Understanding of the MEDEVAC and Repatriation cycle supporting citizens of Ukraine. Publication design tools (e.g., Adobe, Illustrator), basic understanding of Power BI.

Languages

Essential: Expert knowledge of Ukrainian and English,
Desirable: Expert knowledge of other languages used in Ukraine’s neighbouring countries as Polish and/or Romanian.

The consultant is expected to travel.

REMUNERATION - DURATION

a. Remuneration: Band A; monthly rate USD 4,500, full time

b. Contract duration: 11 months tentatively from 1 June 2023 – 30 April 2024

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
